Doing something enough such as reading or carpentry or methamphetamine creates new neural networks that can last a lifetime. A kind of intelligence can be cultivated depending on the persons starting point. Reading books and spending excess time on what you dismiss as "semantic arguments" creates neural pathways for verbal engagement.
