I was transferring some articles from an old blog that I will shut down and did not check if the article was accurate. I got it from:

Source? This was proposed last September, didn't appear to appeal to Germany, and most of what has come out this year on the topic is just echoes of a Dec. 15 speech by the German vice chancellor.
