In the US, it's because it doesn't benefit the teachers union/ Dems. They would prefer everyone go to college and spend as much money as they can, as they are the benefactors of that. It also makes many of those same people dependent on the govt afterward as they have careers/jobs that pay too little because they studied useless degrees. They also have to pay those loans back.

It's setting them up for serfdom basically.
