@MentORPHEUS The Executive Branch can't unilaterally "slash" things. It can make recommendations. Sure, there are games they can play here and there, but the substance of that is accurate. Federal spending is not being "slashed." It should be in some areas, and in other areas taxes should be imposed. It'd be easy to fix this overspending problem but politically is apparently not doable.
