I don't recall what you look like with short hair or if you should go longer.
Do you have reference photos? Hair style can affect head shape and vice versa a lot.
You look extra young in this photo
Have you tried selling yourself on the streets?
A) Look like your profile pic but with actual clothes
B) lose weight
C) ditch the facial hair
D) look like a guy you'd actually want to have a beer with who who could make you laugh
E) different hair style
These all immediately stand out to me, but your looks have a lot less to do with your current problems
You need rapport and social skill improvements
Your vibe is problematic
A) "maxing" anything is usually a waste of effort better spent elsewhere. Diminishing returns, etc.
B) have you tried going clean-shaven? Or does the 3-5 day growth thing seem to be your best look? Clean-shaven was always best for me. This is one of those areas where each dude is different, and you experiment to find what's best for you.
C) more muscles. You're certainly not fat, but you don't look muscular either.
D) you have RBF. it's OK; I do too. I've been told that I sometimes look mean and scary. I'm sure the people who have told me that would say the same about you. Try to keep a somewhat happy-looking facial expression. Look approachable, you know? There's no need to be a perky Pollyanna, but don't go around looking like someone who talks to you is risking getting punched.

A) I don't have time for that shit
B) most of my neighbors suck, and the good ones likely wouldn't go (because the sucky ones would be there)
C) the food was no longer safe for human consumption
And most importantly:
D) fuck that. I just wouldn't want to.
