What's the underlying psychology of young women going topless at the public pool?

I go to the pool/sauna after my daily sessions, and lately over the past few weekends this young short-haired tattooed woman comes in and hits the hot tub/sauna naked from the waist up. I've seen the older farts try and chat her up but she's dismissive and clearly uninterested in conversations. As soon as I see her I pretend she doesn't exist and I certainly do not give her any kind of attention, as I feel she's on some weird sexual power game trip and I'm not going to fall for it.

The common female hamsterwheel reasoning for this practice is usually, "stop sexualizing boobs," or babbling about women's rights or excusing it in other ways. The hard truth is that breasts are universally sexualized by men, women know this, and this young woman is old enough to certainly know it as well. She's deliberately adding a sexual element into a public place and it's completely legal to do so.
